Determinants of Exit from National Basic Livelihood Security Program: A Group-specific Analysis of Welfare Exit among Able-bodied Recipients

This study analyzes data from Korean Welfare Panel Study to examine the determinants of exit from National Basic Livelihood Security program. We classify able-bodied welfare recipients into four groups and estimate a discrete-time hazard model to identify the factors related to welfare exit of each group. Main findings are summarized as follows. First, we find that the work status of recipients is a strong predictor of welfare exit. This finding is robust across the groups. Second, the exit rates decline with time on welfare increases. Third, the psychological characteristics such as self-esteem and prospect of welfare exit are found to be associated with welfare exit. However, the effect of the psychological factors vary across the groups. Findings suggest that welfare reform approaches based on rational choice model need to be improved by emphasizing expectancy model. It is also suggested that a group-specific approach in helping self-sufficiency may be more effective, given the diversity of welfare population.
